Midland Independent School District Superintendent Dr. Stephanie Howard has been invited to serve on the Advisory Board for the TEXAS Fellowship, a statewide initiative led by Texas Tech University focused on advancing research-driven education policy, according to an April 6 announcement.
The appointment highlights Midland ISD’s commitment to developing strong educational leaders and connecting local efforts with broader state initiatives. The district said this opportunity reflects its ongoing work in leadership development and talent pipeline strategies.
The TEXAS Fellowship is a one-year, project-based program for emerging and mid-career professionals from education, civic, and community sectors. Participants engage in hands-on policy experiences such as site-based placements and complete a capstone Policy Impact Project addressing real challenges within Texas’s education system. The fellowship includes monthly virtual learning sessions on current policy issues, implementation practices, and applying research findings in practical settings. Fellows also attend in-person milestone meetings throughout the year for legislative engagement and collaborative problem-solving.
As an Advisory Board member, Dr. Howard will provide strategic guidance to support the fellowship’s development. “Investing in leadership development is critical to the future of public education,” said Dr. Stephanie Howard. “Opportunities like the TEXAS Fellowship allow us to connect our local work to broader conversations across the state and ensure we are not only developing strong leaders but also contributing to meaningful progress in educational settings throughout Texas.”
Midland ISD stated that its participation aligns with efforts to strengthen partnerships with higher education institutions and grow future teachers and administrators from within the district.
By linking local leadership initiatives with statewide programs like the TEXAS Fellowship, Midland ISD aims to further prepare educators who can make lasting contributions both locally and across Texas.
