Pfluger’s bills targeting Chinese Communist Party influence advance in committee

Congressman August Pfluger has successfully advanced two legislative measures aimed at curbing the influence of the Chinese Communist Party (CCP) in the United States. Serving as the Chairman of the House Committee on Homeland Security's Subcommittee on Counterterrorism and Intelligence, Pfluger saw both the "Countering Transnational Repression Act of 2025" and the "DHS Restrictions on Confucius Institutes Act" pass through the committee with bipartisan support.

In discussing the "Countering Transnational Repression Act of 2025," Congressman Pfluger stated, "The Chinese Communist Party, the Iranian regime, and other malign entities have reached into American soil to silence American citizens and residents who defend human rights and advocate for free speech. These unacceptable acts of hostility are a direct challenge to our nation’s sovereignty and the rule of law, and the U.S. government must respond to defend the homeland." He emphasized the urgency due to activities attributed to the Chinese Communist Party, mentioning an alleged pseudo-police station in New York City used to monitor and intimidate dissidents.

On the "DHS Restrictions on Confucius Institutes Act," Pfluger expressed his concerns about CCP activities, stating, "I am deeply concerned about the threats the Chinese Communist Party (CCP) poses to our homeland. National security experts and law enforcement officials have continuously raised alarms about the CCP’s increasing subversive activities inside our country through organizations like the CCP’s Confucius Institutes and their affiliate groups." Pfluger emphasized that this legislative measure is intended to protect students, intellectual property, and national security in the United States.

Earlier, in March, Pfluger had reintroduced the "Countering Transnational Repression Act of 2025," focusing on enhancing the Department of Homeland Security's response to the threats of transnational repression. Pfluger also wrote an op-ed for the Washington Times outlining these threats and the necessity for his proposed legislation. Dr. Bob Fu, a constituent of Pfluger's, has reportedly experienced transnational repression, as detailed in a Wall Street Journal op-ed he authored.

In addition to these legislative activities, Pfluger introduced the "DHS Restrictions on Confucius Institutes Act" and held a subcommittee hearing to address the threats posed by the CCP. During the hearing, experts indicated support for the legislative proposal, which calls for restricting federal funds from universities hosting Confucius institutes.
